This error could be caused by a couple of things and you have to check the following:
Probably, the file which the software tries to access is unreachable. Close the software and then run it as Administrator.
Probably, the INI file is corrupted, therefore a new installation will fix the problems with it including registry entries or other corrupted files, in case there are any.
